I don’t have enough money to have multiple spearguns. What would be the best all around speargun (size/brand) to use from off the coast of California, the channel islands or when I travel to places like back home to Hawaii?

I would advise you to get a euro style 90/100 cm gun.  These sizes are very versatile for shallow and deep fishing.  Although Hawaii has crystal clear water, and people tend to use long guns in order to achieve a slighly increased range.
